The job I used to work at, which I left back in November of 2006, has mailed me something in a manila envelope... The item had insufficient postage and as such the post office is requesting 39 cents for me to get the item...
Problem is I have no idea what it is.... I was under the impression he and I left on good terms, and after one year and four months of not being employed by him I really have no clue what he would be sending me... When I called the post office enquiring what it was they simply said a manila envelope which exceeds the weight limit of a 41 cent stamp.... I told them to deliver tomorrow, but now I'm a little freaked as to what he's trying to mail me...
What would make a small time computer repair shop owner mail a former employee something 16 months down the road?

Even if you left on bad terms, he'd only mail you something bad/dangerous if he was a complete psychotic.
Maybe I'm naive, but I think the odds someone would actually do something like that are pretty low.
Go to the post office, and feel the package first if you're unsure. If you feel it and it's just paper, or it's something that doesn't feel dangerous (like it's filled with powder, or something like that), open it.

I've had a couple of things shipped to me while I was working there, and I suppose he might've gotten some junk mail and he's forwarding it politely, but i'dve tossed it all anyways.... Definitely open it. I find the best way to find out what someone is mailing me is to open the letter. Works more often than not.
If it is a letter bomb, and we dont hear a reply of what happened when you opened the letter in like 3 days, I'll call the cops for you. Cause your old boss is the unabomber.

Did you leave anything there? It could very well be old paperwork he wanted you to have, and maybe some, I dunno, sticky notes you left, or a shirt or something (not sure how big the package is supposed to be). If you had any pictures there that you forgot, or a magazine or something?

That's normal practice for postal services. And they aren't forcing him. If he fails to collect or refuses the item then they will RTS or junk it eventually.
Yeah, if I don't pay the money, they'll RTS it on the 29th.... I'm just worried about what's in it... I told the post office to re-deliver, so I'll get it around 2 or 3 in the afternoon, EST..... I'm just very concerned because I took EVERYTHING that belonged to me when I left, even returned to him original parts that I was using for guinea pigs and data storage, and left him copies of tools I created.... I left him 60GB of data worth of research I was doing on tools to get the job done... (DVD which installs any version of XP within about an hour, with some basic software and all drivers).... I'm hoping its just junk mail from the people I've ordered stuff from...

My biggest fear is that he might be trying to sue me for some strange demonic reason, but they would go through more official channels for that wouldn't they?

If it were a legal sort of thing, it would probably be from an attorney's office, not from him directly. Lawyers seem to like to control the contents of things that are sent in that fashion, so they know there isn't anything that's going to tank the case included in the correspondance.
From the OP and the follow up, it doesn't sound like you're concerned about the price, only the contents. If it were me, I would do it. I might give it a gentle squeeze, you know, for the bit. But otherwise, rip'er open.

Ignoring the letter is going to do nothing in the short term but save you 39 cents. If he mailed you for an important reason, good or bad, you're in a better situation knowing what it was. Ignoring the letter could fuck you over later.

If he's suing you then he would file a claim through the court system, and you would have been delivered a letter by the sherrifs department, not the place you worked for. At the very least you'd be getting a letter from an attorneys office.
