Someone I know is using Internet Explorer 7 or 8 or something. He refuses to switch to something better because he wants his new windows or tabs or what have you to load the page he just left, i.e. opening a new window while viewing a BBC story would create a new window which displayed the same BBC story. Apparently nothing else he has tried has this feature, and it is a deal breaker for him. Does anyone know of a method (extension or otherwise) which could accomplish this feat? I've Google'd to no avail. Thanks.
If he's on Vista just make sure he has protected mode on for all zones and leave him be. IE7 isn't that bad anymore and IE8 is starting to actually look good.
If you really want to try, look into Opera, they invented tabs and might have the features you're looking for. Also try introducing him to the IE7Pro add-on for IE, it has adblock and spell checker among other things increased tab functions.

Then he doesn't really want a new tab or window, but rather he wants a duplicate tab or window. Thus, he could probably accomplish what he wants in Firefox using the Duplicate Tab addon.
Opera does this either with the Down, Up mouse gesture or Ctrl+Alt+Shift+N. That's tabs though, I don't know if there's a shortcut to duplicate the page in a new window.
Opera can do this. You can set up your own mouse gestures/keyboard commands, and if you pair "open new page in background window" or "open new page in new window" with "duplicate window" you get the exact behavior you describe. Opera is also awesome in every other way.
It does a few minor issues, but nothing annoying comes to mind. You can easily modify it, and sessions (which are basically bookmarks) are the most wonderful thing ever. If Opera crashes (and I've had absolutely none since I upgraded to 9.5b), you can reload the last session and get back to what you were doing.
I tend to use it 99% of the time; the only exception that immediately comes to mind is Pandora, and then only because if I hit ctrl-Q by mistake, I don't want my music to cut out.
