Nvidia Scaling Issue, Vsync in Vista

Tried to talk about the issue, but no one wanted to. Everyone insists on trying to fix it. I've done this before all over the net in various technology forums, which is why I'd rather talk about the fundamental issues, not diagnose. We'll diagnose anyway. If this is considered to be a double post, despite my other post not asking for any kind of help and having a slightly different topic, please remove the other.

Driver related issue:

Won't keep aspect ratio in non-wide screen games. Despite claimed support and a dialogue in the control panel to activate it, it does not work, making a large portion of games useless. Some support high res windowed mode which is a semi-fix, but not all.

Hardware accelerated codecs produce nothing but blackness.

Windows vista related issue (assuming Nvidia isn't just passing the buck):

Vsync, FSAA, and AF cannot be forced from the Nvidia control panel supposedly as per Microsoft's new driver architecture requirement.

Furthermore, although they claim it should work, no games seem to do such things when activated from within a game.

I have likewise tested such things on another system (intel CPU and chipset, geforce 7900gs, similar specs). Exact same results. These problems seem to be pretty all encompassing. All current Nvidia GPUs suffer from it within the Geforce line. In Vista it's not broken, it's a "feature". There are no fixes planned by either Nvidia or Microsoft.
