How do I tell what paypal account is linked to my ebay account, or what ebay account is linked to my paypal account? The two sites act like they don't even know the other site exists I have been trying to about an hour and I can't get anything to come out. I have an old account I want to use a paypal account that was attached to a newer ebay account to be used with my older ebay account.

If you only have one Paypal account, then just link it with your other eBay account, there's no reason you can't do that.
In eBay, under My Ebay, My Account, there is a section for Paypal (Paypal links are also listed under Addresses there). I don't think it actually tells you what account is linked, because you'll need to actually log into PayPal to access your account information.
Why not just look at your PayPal account history for any eBay transactions you made on that account in the past?
Edit: Ah... go to My Ebay, My Accounts, Addresses, View All Shipping Addresses, at the bottom of that page it should show something like this "PayPal address - This eBay address book is linked to your PayPal account: blah@blah.com You can remove this link."
