So I need some new tunes to listen to, and I'm sick of four white guys moaning about their girlfriends and existential angst. I want something big and angry but TUNEFUL and also ROCKTASTIC with female singers.
I'm not fond of the wailing angsty types like Within Temptation, I'm talking more in the vein of Yeah Yeah Yeahs, The Gossip, etc

PJ Harvey. Try listening to 50ft Queenie, Rid of Me and Mansize - not her best, IMO, but they're the ones that came to mind reading your specification.
Probably not what you're looking for, but I wouldn't get in a fight with Nina Simone. She could knock me over just by singing at me.
Siouxie. I think it's fun, not angsty. Juju is a great album.
The Breeders. Don't know them well, but I like what I've heard.
Bjork isn't rock and usually isn't angry, but she's loud, playful, she's in your face and she isn't the joke people seem to think she is. Then again, she's pretty much the definition of wailing so your mileage may vary.
And I'm following a personl mission here, but I heart The Knife. The female singer has a loveable voice. They also did Heartbeats.
Second for Veruca Salt, particularly the second album, "Eight Arms to Hold You". Their first album "American Thighs" is also good. There are additional records released under the band name, but one of the two founders left the band after the second album, and I haven't been that impressed with what I've heard since then.

PJ Harvey is the queen, as far as I'm concerned. Check out Dry and Rid of Me, two of her earlier albums. Veruca Salt is awesome, Tori Amos can have some of that quiet, seething anger going on, and some of Amy Winehouse's stuff is pretty angry albeit with a bluesy feel.
If you're willing to listen to foreign music, check out Natalia y la Forquetina and Bebe. Especially Bebe. Spanish lyrics, but the emotions come across pretty well even if you don't understand the words.
Also, OP, good call on the Rasputina. How We Quit the Forest is one of my all time favorite albums.

Some Sonic Youth songs showcase Kim Deal being pretty mean. You might like The Duke Spirit as well.
