They might default to Chinese, but you should be able to switch them to whatever language you choose. A friend of mine imported one from Japan, and as I recall that's how his worked. If you get your hands on a friend's US ds, you should be able to walk through the language change options on them side by side pretty easy.
I currently own a Hong Kong/Macau Enamel Blue DS Lite and a Korean Jet Black DS lite. The DS-Lites are not region coded and you should have no problems playing games from a different region on your DS. The only difference you'll see between the DS-Lites from different regions are the colors availability and the model number on the back of the DS (i.e. Korea is USG-KOR while Hong Kong is USG-HKG). As others have said, the language displayed in the DS is selected the first time you start you DS, and English is one of the first options. You can always switch the display language through the main option menu.
The only thing you might need to worry about is import duties and getting the right charger. I had to pay around $20 in import duty when my blue DS came in through customs. You'll also need to be aware that a Hong Kong DS-Lite will come with a wall charger that connects to a Hong Kong electrical wall socket. The charger is also rated for 220v instead of the 110v that is common in North America. You will need to get a universal plug adapter+transformer or purchase a separate wall charger for the US/Canada region (assuming you are in NA) to charge your DS. If you order from Play Asia, they will give you a free USB charger so you can simply charge your DS through your computer.
