stupid pc building questions

A: Which cables on PW and Reset switches is positive and which is negative? My power switch jumper is one blue, one white, and im assuming the blue is negative (the power switch works). On the reset, it's black and white, and I'm assuming the black is negative (it works, but my system isn't rebooting reliably)

B: What would cause a newly built system to fail to reboot, but power on normally? It powers down, powers back up but I get no post or anything.

    white is always the negative in my experience, as it's something you'll find on each

    otherwise it should be in the manual for the case

    A: Switches don't have a negative and positive, they work equally well both ways round.

    B: It depends on the motherboard, but usually one of these:
    -Not all the connectors are connected or seated properly
    -Broken, incompatible or missing RAM/CPU/Graphics adapter.
    -Broken PSU/Motherboard. (Yes a broken PSU can still power on the system)
    -A broken PCI card connected in one of your slots.
