This also affects married couples filing jointly, which to me is the real kicker. If either spouse has an ITIN, than no tax credit is received.
My wife has an ITIN, but I filed separately because she works overseas for a foreign company and if we file jointly I have to claim all of her income, which leads us to a heavy tax bill, far outweighing the benefits received from filing jointly. From what I can tell, I dodged a bullet there, albeit inadvertently.
I have a number of friends with unemployed foreign spouses that I'm certain will be losing out on this tax rebate because they filed jointly. Does anyone understand the government's reason for doing this?

They are.
Its politics. Promise the world and then give out as much as possible, then lie for the election. Of course, there is no election, so they don't really need to care.
Besides that, the ones who aren't illegal immigrants, and so are probably the intended recipients, are foreign investors, who I'm not sure should get rebates.

The New Bedford raid starkly illustrates the difference between the goals of the IRS and US Immigration and Customs Enforcement. Last March, federal immigration agents raided a leather-goods factory and arrested 361 illegal immigrants - many of whom also filed taxes. So a few weeks after federal immigration agents arrested the illegal immigrants, the IRS sent some of them refund checks.
