Moving to a new state. Residency?

A friend of mine is moving to a new state soon and is wondering about the requirements to become a resident of that state (GA, in this case). Live there for a year, apply for it as soon as you move, how do you do it?

    in order to become a resident in CA, you need to live here for over a year, which is 1 year after getting your new lisence opening up a bank account etc.

    Edit: And based on that it looks like GA is 12 months.
