I spent two weeks in Germany last summer and absolutely loved it.
I stayed in a very reasonbly priced hotel in Frankfurt called Astoria. There was a gym, variety of restaurants and a train stop all within walking distance.
Also went camping down in Bavaria. Had a blast, can't wait to go back.

Come to Dublin. We have pubs, a castle, pubs, some old prisons, pubs, Trinity College, pubs, The Spire and some pubs.
Proge (sp) i know is wrong but it is cheap if you stay just outside of the city. When i was there I ate for about $10/day and that included lots of drinking.

Oh forgot to mention,
I bought a 2 week train pass for about thirty Euro, but saw people riding around for free since no one was ever checking for tickets.
However I heard there is a pretty embarassing fine invovled if you are caught riding without a pass.

Prague is the new Paris, and is packed with college kids looking to get cheap beer and women on the weekends. If you fly in on the weekend the plane will be filled with the asshats. And it is pretty expensive compared to what they offer; they can still sucker people into thinking it's a cheap European vacation spot.
Dusseldorf is great, absolutely loved it. Cheap compared to other German cities, and clean. The Niko Hotel is a 4 star hotel that I got 4 nights at for about $125 a night, splitting that cost with a friend. You're also 90 minutes away from Amsterdam and at most 20 minutes from Cologne, another nice German city.
Romania is really cheap, beer was like 30¢ - $1 CDN for a beer. It is pretty sketchy though and you'll find fewer English speakers then other countries. I should mention that I didn't spend any time in Bucharest, which is probably nicer and more expensive.
Also I'd recommend Hostels over hotels, way cheaper and you'll be able to meet like minded people more easily.
I loved Barcelona. It's not cheap by any means, but what a fantastic city.
Also, Dublin is a really fun city as well, and I would hire a car and drive around the Irish countryside. Kilkenny, Waterford, Cork/Cobh/Blarney, Killarney, and Limerick are all worth visits.

haha manchester was surprisingly fun. If you're looking for cheap, heading east is the way to go. Prague is overrun with stag parties. I think Warsaw is a bit better in this respect, but I think that Croatia or Serbia are the hands-down best places to be, and are great weather-wise.
I went to Prague in November. Not really expensive, but no cheaper than anything over here. We stayed in a little hotel just of the Charles Bridge, which is smack in the centre of the city. If you do go I recommend taking the tour of the old City Hall and seeing the sculptures of the disciples close-up, as well as the old city structure. They basically built the current city right on top of the old one, so there's streets and stuff underground. I enjoyed it thoroughly.
But to be honest hint amsterdam hint

Prague is horribly expensive.
It is now!
I'd go to Budapest, or maybe Krakow. My dad and brother did a tour of Eastern Europe a couple of summers ago and those were two cities that very much impressed them.
Stay well away from Scandinavia; it makes England look cheap. I was in Copenhagen last summer and my wallet has never hurt so much.

I have no idea what them danes do to keep their currency worth that much and stable. I'm Swedish and it's always been like 20% more expensive there for as long as I can remember
Oh, in response to OP: Seeing how the dollar is lower than nothing right now I wouldn't go anyware outside the states
[Edit] Ah, just re-read the OP and saw that he's English. Very well, carry on then
[Edit 2] Some more constructive tips: I recently spent 6 months in Vienna. It's probably one of the greatest cities in Europe. Just try to avoid the most obvious tourist traps. When you se the guys dresses as Mozart selling tickets to semi-fake operas just run, or spit on them...or both if you've got the coordination for it.
It's pretty cheap there as well and the beer is fucking outstanding, especially from the local breweries. I guess I'd consider pretty much the whole Europe as non-expensive though, seeing where I'm from and all.
I suggest you go to Hungary, spend a while in Budapest (big city, cheap, lots of stuff to see and do) and then go to Lake Balaton for an awesome time (assuming you're into beach holidays).
Manchester! OK, I'm biased, I live here, but its great.
Manchester is pretty great! Visit for the muggings, stay for the stabbings. No, I kid. It is lovely up here, lots of great shops, bars, restraunts, museums, etc. Go to the Imperial War Museum in Salford Quays, its awesome. I try to take everyone there when they come over to visit. Hehe.
As for Europe itself, I would suggest Berlin. Not only is it a wonderful city to explore with many cool things to try (German food - and I hear German beer - is great. Wouldn't know about the beer as the stuff makes me sick). Not only that, but it is steeped in history. So not only do you get cheap booze, strange karaoke clubs, freaky nightclubs and such, you also get Potsdammer Platz, The Jewish Museum, Checkpoint Charlie, the Reichstag... not to mention the Berlin Wall (whats left of it) and the Brandenberg Gate, and all manner of other cool stuff. Its also quite cheap over there, and won't cost you much to get there. You can find very cheap places to stay, and the U-Bahn system is cheap and easy to navigate to get you round the city. All in all, I highly recommend it.
One of my friends went to uni in manchester and it was a surprisingly nice place to visit. (no coal mines anywhere, and people actually lived above ground*).
If you want the exotic, go to Marrakesh in Moroco. Fantastic. Cheapflights to and life there is really cheap, even with the tourist market. Visit the Eureka village or do like a really large tour of the surrounding area. Negotiate prices, it can all be cheap. Go into the Sahara. Enjoy the atmosphere. Ryanair flies there as does Easyjet.

From what I hear, Romania is cheap but horrific.

*Thanks Thanatos!
It's also not totally full of drunk English people yet, so I'd hit it before it gets destroyed.
*I may come from the south.
