Games with heavy customization?

I feel a craving for games in which I can put together my character and/or my armaments from a wide, tweakable array of fiddly bits.

REQUIREMENTS:
-I'd prefer to avoid MMOs. Free/no-monthly-fee ones are more viable, however.
-Fun core gameplay. If it wouldn't be fun with a generic character and pre-defined equipment, it's out.
-Killing things, potentially taking their stuff. I've played The Sims. Fun game. Not what I'm in the mood for.

Non-essential desires:
-From the ground up customization of character. Name, appearance, gender, race, the works. The more the better.
-Similarly, large amounts of equipment customization. Whether this involves parts or magic enchantment or whatever, I want to put together equipment that is truly and utterly MINE.
-Infinite playability. This can range from 'crapload of nonessential stuff to do'(see The Elder Scrolls) to Diablo-esque randomly generated maps.
-Not Windows-only. I'm on a mac, and am mostly a console gamer anyways. However, I do have an old Windows machine lying around, and could probably acquire something capable of more modern games eventually.

Pipe dreams:
-BATSHIT levels of weapon customization. I'm talking 'turning a pistol into a machine gun, then a rawket lawnchair, then a sniper rifle' levels, with every bit of equipment breaking down into dozens of interchangeable parts.
-Sci-fi and fantasy weaponry/techniques both available to mix and match with.

So, in short, a game in which I can build my character and their equipment from the ground up, then go and kill shit with my utterly special and unique little psychopath. Genres are pretty much wide open; FPS, 3D action-RPG, Beat-Em-Up, Hack 'n Slash, Run 'n Gun, anything goes.

Any ideas?

    Scarab just gave you your answer but you'll need to upgrade your windows machine because to get the most out of it, you need mods.

    I think you should seriously consider Hellgate: London. Let's just run it past your requirements to show you what I mean;

    Though you can pay to access extra stuff, the core game has so much damn content that you shouldn't get bored for a very long time.

    The combat is pretty damn good right from the start, and only gets better as more powerful demons and weapons get introduced.

    Given it's the spiritual successor to Diablo, the entire point of Hellgate: London is to kill vast hordes of enemies and taking the resulting loot.

    Character customization is very detailed. Body shape, height, gender, hair, facial hair, face, skin tone, name, and so on.

    Equipment customization is ludicrous. Weapon modification is more or less one of the core things you do in the game, with rare loot modifications providing even more options.

    It's the definition of infinite playability. Because of the random levels, random loot, and random monsters, you can keep playing Hellgate: London almost indefinitely. Also, there's going to be a gigantic content patch soon, so the infinite is just getting more infinite.

    Unfortunately it's only for Windows. D:

    Your pipe dream requirement is also met handily by Hellgate: London. Seriously, there is a fucking crazy amount of modification that can be done to weapons. You won't turn a pistol into a tank cannon, but by just looking at the projectiles fired you wouldn't necessarily be sure.

    As for SF and fantasy weapon combinations, you can play as a Cabalist for all of your magic needs, a Templar to beat up shit in melee, or a Hunter if long ranged technological slaughter is your thing.

    So yeah, maybe give the demo a look and see how you like it. :)

    Vagrant Story. You'll need a PS1.

    I think it's my favorite game. Everything else seems embarrasingly shallow to me.

    Battleships Forever is a good bet.

    If you know\are interested in programming, there are psuedo-games that require you to script the way a robot works to fight other robots. Its hard to get into, but really interesting and the only thing thats really quenched my desire for customization.

    There was a game that had a similiar premise to this but used robots that you make in a 3D interface. You picked a leg system and then just started adding things from there. To make attacks you would twist joints and take pictures, with the game filling in the blanks between pics. I can't for the life of me remember the name though.

    Mechwarrior 4 (mercenaries specifically) has a butt-ton of customization (relative to videogames in general, if not the rest of the series). It's dated, but the dudes over at Mektek have been putting out new mechs and weapons for a while regardless.

    Plus, the campaign is lots of fun.

    4 is basically a reboot of the franchise, and started over with the parts. The last of the previous AC games had like 5 times as many parts as AC4, and it really was getting overboard. I also have to agree that it's a bit easier than previous AC games, primarily because of the more compact part list making early ACs much more effective.

    But anyway, in regards to the OP Oblivion sounds like your best bet. It's got most of what you're looking for, and mods extend the stuff you can do to near infinite levels of options. And speaking of Oblivion and guns, yes there are a couple simple mods to add in crossbows and actual guns, but they still aren't as robust as what Morrowind had. But hey, if you really want guns you could always dive into the Construction Set yourself try your hand at making them.

    You know, I just played San Andreas after spending a lot of time with GTAIV, and it held up surprisingly well. Not as pretty, and the mechanics are definitely more... arcadey? But the deeper customization is really nice, and it's still a lot of fun to play.

    Made me lol. Also, the Armored Core games are pretty fucking awesome. In-depth and lots of fun. I just recently got a 360 and will be looking to pick this one up soon. I hear they're already working on another one that has you fighting gigantic things, ala Shadow of the Colossus? If so, that's so bought'd.

    Yeah, that it explains it.

    Previous games were hard as fuck, and the controls were awful for most of the series. Strafing and looking up and down was done with shoulder buttons. The already uncomfortable Dual Shock became an instrument of torture.

    AC4 never gets really frustrating unless you try to S-rank the Hard missions.
