Network Broadcasts have the sides cut off?

This is a tough one to explain in type, but I'll try. Live in Portland. I've been having issues with my Dish shows lately. On DVR and watching shows live, the sides of shows are being cut off. I have a widescreen HDTV, but I don't get HD programming from Dish. During some commercials, especially movie commercials, the bars are back on top and bottom, and the whole image is there. Then, once the show is back on, the sides are gone.

It's usually prime time broadcast network shows that used to have black bars on the top and bottom. Now they run the show the whole way from top to bottom, but when I have my TV in its 4x3 setting, I get my normal black bars on the sides of the image, but the show's sides are cut off. For example, the TV rating is always either mostly or completely cut off. I first noticed it a few months ago with NBC, but by the end of May, I noticed it on Fox and ABC shows. SCI FI and USA still have shows letterboxed (bars on top and bottom). Recently, my local NBC went High Def with their news broadcasts and now those get lopped off as well. I was over at a friend's house recently, and noticed that his Comcast was doing it too. It's not my TV's setting, as it does this in the 4x3 setting and in the "panoramic" settings.

Example shows: Lost, The Office, 30 Rock, American Idol, Saturday Night Live (really noticeable), Local News

Not really expecting any "advice", but just wanted to make sure I didn't miss the memo about this coming soon to your evening broadcasts... I don't want to upgrade to HD programming, especially since I can't see a reason for this to be happening, except to make me want to get HD programming. I realize that this isn't the end of the world, but it is annoying and I'd like to make it stop.

Do they do HD over the air?

    Yep, all you need is an antenna and reception.
