ISP provider blues

I'm using Earthlink right now and paying 41.95 a month for a 5 mb/s cable connection. I'm not having much luck finding other providers to consider. DSL is out of the question because I would need to get a phone line, and when I did the research over a year ago, cheapest phone line + cheapest ds l> Earthlink.
I don't play any games online with my computer, but I do conenct my Wii to the internet. Apperantly I can get Road Runner for 29.95 a month at 1.3mp/s.
So, will this be a large enough hit in speed to really affect the normal Wii-ing and day to day online activity, and can anyone suggest another provider for me?

Is that megabytes or bits? I am paying $45 to Time Warner and getting around 14 megabits. I don't think it is supposed to be that high. I just attribute that to not many people on around me. Sometimes during peak hours on the weekends it dips below 10 megabits.

Mbps, which I beleive is megabits.

Oh, and those speeds are of course advertised.

Ask Time Warner what they have in the $40 price range. If it is not a huge improvement over their $30 service then I would just keep Earthlink.

Do you live in the US? I believe due to regulation they are required to offer "naked" DSL now. At least for a while. ATT does.
EDIT: Earthlink does too it seems. At least in places.
Ninjaedit: Oh wow, big price jumps after 3 months. That's kind of crazy. Not as a good a deal at that point. But look around, you may be able to find something similar that doesn't go nuts like that.

Still, I do not pay for an active phone line, so DSL (naked or clothed) is of no use to me unless I can get a dirt cheap landline hookup (which I can't).
TimeWarner seems to be incontrol of Road Runner, which brings me back to me first post... will moving from a satisfactory 5 Mbps to 1.3Mbps be such a noticable hit? I know porn etc will take a bit longer, but I'm mostly worried about the Wii's connection.

You probably wont notice a difference unless you either speedtest before/after and time your downloads. Most services have the same UP speeds on all their packages, making it useless for the higher tier packages (like Charter for instance).

Really? The cable company here is 512k up 2mb down, 1mb up 7 mb down, and 2mb up 15 mb down for their respective tiers. I thought that was pretty standard.
