    What type of soundcard? If it only happens in some programs it could be driver related. Does it happen with only DVD's or do videos played off youtube or your hard-drive play at low volume as well? What formats play okay?

    I'm using integrated SoundMAX Digital HD Audio, crappy and problematic. Don't think problem is with formats it's just as if my computer decided that my max sound wouldn't quite be loud enough. Just need like another 20%.

    I remember when doing tech support this would happen with DVD playback programs, and I'm pretty sure these computers had soundmax sound cards... Check for updated drivers, or search hp's website, thats where I always found the fix

    This is going to sound a little silly but did you max out the volume in Windows too? Like Control Panel > Sound and Audio devices?

    Yep, all maxed out, and all drivers up to date.
