Help me understand pc case power needs

on there it says,

"425W PCI Express-compliant system power supply with a combined 12V current rating of 28A or more
One 6-pin PCI Express supplementary power connector -or- Two 4-pin Molex supplementary power connectors"

so that's 2x of 12V rails, at 14A or more.

from what i'm reading about power supplies, they seem to come with 2 12V rails, but is one of them for the motherboard?

I don't really understand.
