Do you have an onboard sound card? Try reinstalling the sound drivers if you don't, or your chipset drivers if you do.

Otherwise the video card might be defective.

Any chance you might have slightly dislodged the sound card (assuming its separate, not on board?)

Also, you said that you ran the test tool from the boot screen. Can you get to windows or do you get problems before that?

Did you make sure to go online and download the latest drivers after installing your card?

Don't laugh, when I was putting my new computer together I couldn't get any sound at all, tried "everything" and finally returned the speakers in frustration.

    Yeah, drivers.

it is a build in sound card. and I have tryed updateing the video drivers and I have not had issues other then no sound. no errors when just running windows the only time I get a error is with the boot tool (I dont know if its a dell only thing or a windows xp) and I get one when trying to install updated sound card drivers

You should try a different video card then. I Googled the error message you had and got one result, and none of their proposed solutions have helped.

    ICH8 would be onboard.

Unless I'm mistaken, onboard sound tends to be pretty finicky. If you can't find anything else wrong, it's possible that it just spontaneously died. I'd actually be suspicious of your power supply, though. That's where Dell tends to cheap out and most video cards draw a lot of power, so adding one may have pushed your system just above what your PSU could handle. Insufficient power for your system can cause all sorts of weird problems that you wouldn't think to trace back to a power unit. Have you noticed any other stability issues outside of sound not working? If you've got another, larger power supply that you can mooch from somewhere, I'd suggest seeing if it fixes anything. If not, you could at least pull the video card back out and check.

I assume the 8600 supports HDMI. It's possible there is an audio component to the video drivers that is conflicting with your actual sound card. I had a similar issue with my ATI card. In the Device Manager, try looking for something like "HDMI Audio Device" and disabling it.
