I just got my $600 from the IRS, I have $400 to spend as I wish. I want to get a 360. I've been looking online at gamestop and I can get an arcade for $199.99 used. Along with a 20 gig HD and %5 HDMI cable, puts me at about $300.
The only thing that worries me is that it's a used system. Should I bite the bullet and buy a new pro or should I go the cheap route and hope I get a system that a crack addict traded for money to score an 8 ball?

OK I thought you said $400. I believe you can get a PS3 for that.
Also, I heard that Soul Calibur 1 is coming to XBLA soon or something. That's pretty awesome! No online play, though, just a port of the original DC game. Still awesome.

Pay someone $400 to blow up IRS headquarters and then you'll have enough money next year to buy whatever you want.
With a used console I think you have less chance of getting red-ring'd since that usually happens early in the consoles life if it's going to happen at all.

Arguably you could say that if the console lasts the first six months or whatever with no red ring, then the chances dip down, and then they gradually rise back up. I don't know for sure, but I human mortality is the same, like, high mortality rate for unborn/newborn babies (counting miscarriage), then babies that survive a few months have a drastic drop in mortality rate, then as people age the mortality rate climbs back up, eventually hitting 100%.
That said, I've even seen some over-a-year-old dev 360s just RROD for no damn reason. The first day I actually connected to a dev 360, two of the four I used that day RRed in the first five minutes.
