Side by side configuration error + vista wont run anything

For the last 2 days I have not been able to run anything on my computer. Any program wont run and gives me an error that its side by side configuration is incorrect. the weird thing is that the vista taskbar will still load, and i can read the news on it, and I can run windows update (with windows update everything fails to install however).
I downloaded msicuu2.exe and the redistx64.exe off of microsoft support (other sources told me to try it). Unfortunately I cant even run them to help fix my computer.
I have not installed anything new lately, so I am not sure where this error is coming from. Unfortunately my only vista copy is on my computer (.iso from a msdn network) and I cant burn to backup my computer or the iso for a format anyways.
As well i ran sfc/scannow and it turns out it cant fix some errors it found.
Any ideas?
