Would Lite gun stuff work? Because the Wii has a couple of fun ones, like Ghost Squad, Resident Evil, that sort of thing. Haven't tried Target Terror yet.
It's funny, games tend to avoid enemies that snipe since it's largely seen as frustrating (which it often can be), and that seems to have naturally extended into multiplayer as well.

I may be crazy, but I'm pretty sure one of the Silent Scope games has multiplayer. I don't think it would be worth going out of your way to get for a console though, it really loses a lot when you don't have the big honking pink-eye giving PSG1 from the Arcade version.
Back in the day there used to be a pretty hilarious mod for RTCW called Goldrush that was sniper rifles only. You could also sorta jetpack, which was diminished in ability by your weight. Which your weight increased by picking up gold bars that your enemy dropped when you killed them, and the objective was to waddle to the turn in point with a load without getting sniped. It was quite fun.
The original Ghost Recon games on the PC can be good for multiplayer snipe outs.
Otherwise.. a lot of games can be adapted to be sniper games.
My friends and I used to play the original PC Rainbow Six games (well mostly Rogue Spear), and we'd host games and only use sniper rifles. That was pretty fun.
Some crazy first person arcadey shooters like Quake 3 and Unreal Tournament are lots of fun when it's InstaFrag Rails-only. Then it becomes a crazy sniping party. Lots of fun.

my friends apparently play a game in COD4 where one man is a sniper alone and everyone else is trying to infiltrate the building hes in. They say its fun, i havent played it. But they tell tales of ducking behind cars, coordinating their moves, weaving across the street together from cover to cover.

Ghost Squad seems goofy with the dialogue and stuff, but there's a shocking amount of depth that game that most light gun shooters can only dream of achieving.
Sniping in Bad Company is pretty good. Easier than it needs to be, with overly simplified bullet flight mechanics. But it doesn't have COD4's fucking ridiculous scope drift, and the actual job of a sniper is remarkably authentic compared with most FPS titles where they are at best infantrymen with a scoped rifle. The class is called Recon for a reason. The emphasis is on concealment, observation, and harassment.
What I really would love to see is a follow-up to Sniper Elite with better multiplayer and more emphasis on the excellent long-range marksmanship model. Maybe set it in Stalingrad in 1942. And keep the magnification on the scopes low, just like the optics of the time. They were more valuable for their light-collecting properties than for the "zoom."

Original CoD had a superb Sniper mod with a vast map collection. What you describe is pretty much how the game played. You missed out some subtleties though.
Making deliberate sprints to draw fire so that you team mates can spot muzzle flashes was my favourite. And selecting your spot to snipe from was a brain bustlingly hard thought process as you weighed up visibility-vs-field of fire.
Playing on the sniper server did make me vastly better with the rifles in the regular game, I started getting so many headshots with the K98 I bet other players were thinking I was using a bot.

that and The End was the best boss ever.
It could work but camouflage would have to be a very well implemented part of the gameplay, so that people can naturally blend in with their surroundings. The maps would have to be well designed as well so that good sightlines are rare, and leave you open from multiple angles.
Part of the gameplay would also have to be about stalking, keeping quiet whilst creeping up behind an enemy.

Truth. Bad Company nails sniping gameplay down to a tee - it's really good fun, and you have to stay on your toes, unless you like being knifed in the back because you weren't paying attention to your surroundings. It's easy to get counter-sniped once you're spotted, too. If you don't have the drop on someone its very diffcult to score the kill, which is how it should be.
Plus, crouching quietly in a forest and calling in a wire-guided bomb from the heavens onto an enemy tank is one of the most satisfying things anyone can hope to experience. Especially when you see the tank driver start going apeshit and eventually just bail when he gets the 'bomb incoming' warning.
So you guide the bomb onto the tank next to him (who has no idea its incoming and is parked perfectly still, shelling the objective).
