New PC build powers, does not post

My new build was powering (all fans, power supply, CD Drive), but no display/post. I'll give you the basic parts:

BIOSTAR A740G M2+ AM2+/AM2 Motherboard (has onboard video with VGA out)
AMD 64 X2 5000+
OCZ DDR2 800 2 2GB(PC2 6400)
APEVIA Case with 420 watt ps
CD Drive

So, I:

- Connected the components, including the 4 pin cpu power and 24 pin system power.
- CPU was seated, and reseated.
- Ram was swapped in every possible combination.
- disconnected the CD-ROM drive and Hard Drive, took out ram, tried CPU + MOBO boot. Nothing. No beeps, no screams.
- reset CMOS. nothing.

INTERESTING NOTE: CD-Drive works (spins, and opens on command) only when NOT connected to the mobo. Does this indicate a DOA mobo?
