Vista: can't save files/upload

I'm running Windows Vista Home Premium on my laptop (Toshiba Satellite A215). I just got this thing in March, and until a couple of weeks ago, it's been awesome.

Now, however--I don't even know what the hell it's doing. I cannot save any files. When I attempt to 'Save as' in OpenOffice (or Wordpad), nothing happens. I don't get a dialog box, the program doesn't freeze--it just doesn't do anything. If I try to close the document, it prompts me to save, but when I click 'Save,' nothing happens. I can't right-click-save-as from the internet, either.

Also, I can no longer upload files (whether to email attachments or to sites like Flickr or Photobucket). I hit the browse button, and nothing happens.

I'm guessing this has to be some sort of security issue, but I've got no clue how to fix it. There's only one profile on the laptop; I'm running as the administrator. I've elevated all security permissions. I've disabled UAC. I have no clue what to do.

I would really, really appreciate any help you guys can give me. I apologize if I've left out any glaring specs you need to know; ask me and I'll try to answer.
