I have filled out, at this point, 17 applications within the past 2 weeks. I kept track... of the 17, 10 said they were hiring.
I've had 2 summer internships, one job pre-college that lasted 3 years, and a couple jobs inbetween. But those jobs only lasted a couple days... do I legally have to put those on there? I have been and apparently you don't have to?
I really, honestly, don'tknow why I can't get a job. I have plenty of experience, I keep myself clean cut... but I haven't gotten one interview call back.
tl;dr Do I legally have to put ALL jobs on the previous job experience. And any other job hunting tips?
I would not bother putting any jobs on there that only lasted a few days. This can definitely hurt your chances of getting an interview, as the hiring person will look at your application and see several previous positions that only lasted several days, assume you are a high turnover risk, and toss your application.
Are you doing mostly online applications or are you actually applying in stores/businesses? What type of jobs have you been looking for?
If a place has a hiring sign out, when you stop in to get an application, don't just grab the application and leave. Ask some questions or chat some people up (make sure you introduce yourself or otherwise let them know your name). Fill out the application while you're there if they aren't too busy or crowded.

Personal Anecdote Time:
I moved from Los Angeles to Kansas City at the end of May this year. I spent 3 months looking for a full-time job. I put in over 30 applications/resumes to companies I know were hiring. I had exactly 3 interviews and one job offer (which I happily took). I'm educated, personable, well spoken, my resume rocks, and I'm clean cut and yet, I had a hell of a time finding a job. It sucks, but that's just how it goes sometimes.

You are not legally bound to put every job you have ever had on your resume or on your application. I omit a job that I had for nearly a year because it's not relevant and it's easier for me to explain the gap if it comes up in an interview rather than take up valuable space on my resume.
