Why is the Dark Assembly such a (collection of) douchebags?

No matter what bill I'm trying to pass, the senators are always a mix of 'loathe' and 'strongly against'.
I know you can bribe them, but with the limited item space I can bribe maybe three, four tops. (And they vote against me anyway. )
And it's not like I can force the bill through, as there's always at least a half dozen senators that outlevel me by about two or three hundred levels.
You can bribe just one senator, make sure he's totally on your side(and a decent level)--and then throw lower level senators that disagree with you at him. Sort of a nifty trick, but a real pain in the ass if you need to pass multiple bills.

Anything better than shop upgrades is going to be hard as fuck to pass. You might manage it, especially if you can convince the highest leveled guys to vote your way. If you can keep the dissenters at a reasonably low level, you can pull it out.
For the most part, I simply don't sweat the Dark Assembly all that much until I'm tough enough to hold my own in battles, at which point I rule with an iron fist. The thing is too random to really be gamed, with the exception of the above friendly senator trick.
Whether they like or hate you stays so try pass low mana costing bills and bring in a full inventory and bribe them and then repeat until enough of them like you. Also try to get the highest level guys on your side and you can throw the low level dudes onto them and pass bills that way.

Yeah, this is going to be one of the big humps to get over. The alternate stages are by far the most stubborn bills. As I recall, it's next to impossible to do it without cracking some skulls.
