My one year membership is about to expire in a few days and I was wondering a few things. If I were to cancel it before I am automatically billed, could I.....
Re subscribe the next day with the same name? Would I lose my online game points for my games?
But more specifically for Halo, would the cancelation and re subscribing clear all the stats for my account? Such as number of games played?

I've never enabled an auto-pay system, but I let my membership lapse for a month before I got around to heading to Best Buy to purchase another card. Didn't hurt my account at all.
You could drop the account down to a silver account. You would retain all information stored on your account, you simply would no longer have the gold benefits.
You shouldn't have to resubscribe at all. Just log into your account and add billing information or redeem a code to have access to gold features again.
There's some more in-depth information available here, in the Account Management pane on the left.
I basically want to keep my account name, but want to reset all my halo games. Not just rankings, as I am aware there was just a reset, but the number of games played. Is that possible?

If you want to do that in Halo you need to make a new Gamertag.
If you don't pay your Xbox Live account you'll just get bumped down to Silver, which is Xbox Live without the online play. All your Halo stuff will remain and the next time you subscribe it'll be right there again.

I don't think that's possible, no.
