Network connections borked

Ok, here is some backstory. been having issues connecting to my airport express, so i tried to fix it via some firewall exceptions.

that didn't work, but today i try to log in at work with my computer and it logs in fine, but won't connect to the network. it says i am connected, but i can't access any network drives, or connect to teh internet. when i do open up my browser it prompts me to choose a dial-up connection.
i am assuming its a firewall issue

i tried to do a system restore but no matter which date i select to restore to, it tells me it couldn't do anything and nothing is changed.

Have you tried looking at the connections tab under Internet Options?

This is also what happens on some wireless routers when you input the wrong security password. It connects you, but you get zero data flow, incuding DHCP. Try disconnecting and go into the connection settings, reinputting the secure pass by hand.
