I was trying to set up a secret project which will need a website and a simple forum... But since I can't afford paying for hosting I would like to know if any of the free web hosting solutions out there will allow me to modify the template of the website!
Also, what's the best, free, easy to use, light forum?
I know I'm probably asking for impossible things but any help would be appreciated!

Proboards are easy to use and they're free.

See if any of those work.
Edit: Also, I use E-Blah for my boards. Don't know how they hold up against other places, though. I don't recall it being too difficult setting up.
