Computer woes...sluggishness...

So of late my computer has been getting really sluggish.

I'm running WinXP
Chip: 6600 Core Duo
RAM: 4 gigs
Video: Some shitty card but I doubt it's causing my performance issues

This is what I have tried:

Memory test on bootup...seems to test OK.
Remove everything from startup? Yes.
Spybot for Spyware removal? Check.
Virus Scan? Running another one now, but it doesn't seem to find anything. I'm using Comodo Antivirus.

I first noticed this in Google Chrome but now everything is slow. Opening any program is slow. WARHAMMER ONLINE is nigh unplayable. It takes about 10 minutes for me to be able to actually DO something with my computer once it boots up or restarts. Microsoft Office takes minutes to load up (any application in the suite) and once it does, clicking on buttons/drop-downs/any object within the application sometimes does nothing, or takes anywhere between 30 and 150 seconds to register.

My performance seems to rubberband but overall it is sluggish. Every time I open up Windows Task Manager and check the Performance tab (CTRL-ALT-DEL, third tab), it spikes.

Any ideas? It's a mystery to me.

Log into safe mode with networking, hit the f8 key repeatedly while booting up, and let us know if it continues like that.
