My guess is that it's working too hard. Make sure that there isn't a buildup of dust/debris. The fans often spin faster when the heatsink is so inundated with crap, and runs hotter than normal because of it.

I should hope you have more than one fan in your computer.
Can you identify which fan is the main culprit? Are they all noisy?
Regardless, I would start by doing a thorough dusting with compressed air and cleaning out all the dust buildup on the fan blades and in heatsinks on the CPU and/or GPU.
I've also had CD/DVD drives start to go bad on me and just spin the disc in there interminably...it sounds like a bad fan so you may also want to check that.

If it is the CPU fan, try cleaning out your heatsink and the fan.
Is the amount of noise a recent development? You might need to oil or replace the fan. ($15-20 for a fan)

Usually can be fixed by dusting out your entire computer.
If that doesn't work take the culprit out and grease it up (assuming it uses bearings as stated previously).
If you can't determine which fan is making the noise unplug all your fans and start your comp with just 1 plugged in at a time.
Or have your computer on and slow the fans down one at a time using a pencil eraser pressed against the hub - not jammed into the blades.
