Basically what the title says. If it helps, I'm in Melbourne, Australia, but I'm just after some ideas for what kind of private and quiet places there would usually be in a city.
There are parks, which are quiet, but not private. And then there are cinemas, which are occasionally private, but not quiet.
I'm going to put my vote in for a less-used corner of your local library; the private part of the equation will obviously depend both on where in the city your branch is located and when you decide to go, but it being quiet is more or less a given.
Thanks for all the suggestions. To keep it all on the really cheap side, a study room or a cafe would probably be our best choice. Might try some of the other suggestions other times - I'd really never thought about those.

or a chill coffee shop, or a bar or pub in the day time when it's quiet..
go have a walk about the city with this in mind, things should start popping up that will work for what you want, just make a note. check them out while you're walking about.

To be perfectly honest, the answer I gave is an incredible lie, but it's close enough to the truth to not make too much difference.
Really, if I wanted to do that, I'd get a hotel room or something.
EDIT: Didn't notice the bit about risk. In that case, the hotel door would be unlocked or something. I don't know.

that or the top of abandon buildings (industrial factory's, old commercial buildings, etc) if your short on funds and don't really much care for laws.

here it's about $30 to rent a boat for a couple hours and being in the middle of a big body of water is quiet, peaceful and private (also awesome).
