They existed quite a lot this past weekend; I got Pure for $20 and Lost Planet Colonies Edition for $10 on Amazon.
Lurk regularly at cheapassgamer.com to find a shit-ton of deals on, well, any game. You can skim at least $10 off of new releases and regularly find recent titles for some kind of discount or gift-card promotion. They also have extensive clearance section guides, which is great if you're looking for dirt-cheap (like, under $10) games.
:P I was trying to get him a variety of awesomeness. If he likes DragonQuest, he'll like Blue Dragon. If he likes Final Fantasy he'll like Lost Odyssey.
Blue Dragon, Dead Rising, Earth Defense Force, Burnout Revenge, and Crackdown all came to mind very quickly. Also XBLA & XNA Community Games both have quality games for dirt cheap.
A caveat: I like Dragon Quest (well, Dragon Quest IV, anyway) and I did NOT like Blue Dragon. The voice acting grated on me pretty badly. YMMV. e: I see that this will lead to my untimely demise at the hands of Urahonky. Set to the boss music from Blue Dragon.
Tomb Raider: Legend can be had for around $15 and is much better than the old PSOne games.
If you don't mind the Lego games, Lego Star Wars: The Complete Saga just got an official price drop to $20.
Call of Duty 2 was my favorite launch 360 title, and if you haven't played by now, you can get the Game of the Year edition for about $15 used.
Crackdown is dirt cheap right now, and I bought it recently, and it's fantastic.

I wasn't that impressed with The Darkness. It's not a bad game, but I was expecting more given the hype it got. Still, I got it for under $10 so I can't complain.
Stranglehold should be under $20 these days and I remember rather enjoying the demo.

See, that's why I just don't read hype and then I'm not disappointed. I had heard nothing about The Darkness except that some people said it was a good game in the Goozex thread and I was fairly blown away. The title and boxart seems like emo budget shovelware (see also: Vampire Rain) and it was actually polished, well written and just... good.
I recommend checking out what they have on gamefly.com in the used games section. Their games are usually in VERY good condition. I got Devil May Cry 4 for $13 from them and currently they have a daily sale up until christmas. Today, Condemned 2 Bloodshot is on sale for $10.

Condemned 2 wasn't bad, but it never grabbed me like the first one. I got the Bear Chase and lost interest.

But the story in the second one kinda goes awry in comparison to the first. The core gameplay is still there and like the first, you manage to finish before it becomes too repetitive.
So far I've ordered Mass Effect ($17 after shipping) and The Darkness ($10 after shipping.)
I think I'm going to scope out Gamestop for Earth Defense Force, it seems like it should be cheap there or at The Exchange. What's Condemned like? Stealthy-action?

It's like $12 at gamestop, so I assume you could get it sub $10 with shipping if you looked around. You can also get Assassin's Creed there for $15, which seems like a good price in general and just running around in the first city seems to be giving me my money's worth there.

That part near the middle of the game? You know? The part where it went all "whoa, what the fuck is going on"? Yeah I loved that part.
Also Ridge Racer 6 should be cheap now, and it's a pretty fun racing game.
Isn't the online community pretty much gone? That plus the spread of the Achievement points (so many online ones too...) means this is a game for people who really like shallow racing games. There's better available and some have already been mentioned.
Also, for those who place some value in it, be wary of some Japanese produced games. Especially the ones released in the first year or so. The Achievements can be hard to come by and require a lot of dedication. Some early western ones have this problem too, but it seems to be more of an Eastern issue.
