My wife is applying to a job for the federal government ( Canada) but she got caught 10 years ago shoplifting and was convicted of petty shoplifting and had to pay a fine. Will that show up on a security check and prevent her from being a candidate?
I work as a LP Officer for a major retailer, so I deal with this stuff all the time. My guess is she got caught, cop came out, wrote her a ticket to appear in court. At that moment she had an arrest record, since it is a "courtesy arrest". Then she got convicted, so that goes on her record. You say she was 19, so she wasn't a juvenile (although I've heard talk that the charge doesn't drop off their record anyways). Point is, yes it will show up, not sure if it will stop her from getting the job though.
if she was convicted, then it will show up. convictions are almost always a matter of public record.
as for being prevented from candidacy, it really depends. for what kind of gov't job is she applying?
For the passport office. she was 19 at the time.
It will still show up on her record since she was not a minor, but you might want to look into having her record expunged, I think 10 years is long enough for that to be an option.
If it's anything like the states, an expunction (if possible) is going to take time to work through the system, like a year or more.
Also, if it's anything like the states she should just be upfront about it if they ask. They'll find out anyways and the honesty is more important than the offense, at least when applying for a security clearance here.
Well they called her to set up a skill testing & interview date. She will mention it at the interview but do they do the security clearance thing before or after this stage does anyone know?

usually security checks take about a year to process (at least) but it can be as quick as 6 months.
also im not sure about the canadian government but the US government doesnt really care about misdemeanor convictions. they focus more on felony convictions. should be fine but make sure that she puts it on the papers for the security clearence. not mentioning something minor like that is worse than mentioning it.
odd fact: if you have bad credit you might not get a clearance either.
