Scrolling in my browser is acting goofy

Typically if I'm browsing a webpage (Firefox), I can use the up or down arrow to scroll- this is highly convenient to me since I'm using a trackpad without a scroll wheel. However recently, and I'm not sure why this happened, it's different. Each press of the arrow moves down a line of text on the page, and then skips me all the way to the top or bottom, depending on whether I'm scrolling upwards or downwards.
Any way to fix this? It's annoying.
