More specifically, one that doesn't require installation via steam. Right now my modem is completely crap (I tried installing half life: source last night and it got to 65% in about 5+ hours). Hopefully it will be fixed this week but right now I want to test out the new computer I built with some newer games.
As for genre, I'm open to pretty much anything so long as I can get the experience intended without requiring a good internet connection.
King's Bounty: The Legend is pretty fantastic if you're into the whole Heroes of Might & Magic thing (and honestly I like this more than any of those).
You could also get X3: Reunion 2.0 at Best Buy for $10, completely DRM free and all patched up.
Fallout 3 is good, but King's Bounty deserves some more attention.

It's a game where you command seven units, and the you can add more health points to them with a higher leadership. Fallout 3 is good, but King's Bounty deserves some more attention.
It's excellent, basically. Though remember that it's not a game where you command thousands of units in an army. It's a game where you command seven units, and the you can add more health points to them with a higher leadership. I don't know why, but that makes the game much easier for me to understand tactically.
It's a really excellent game, but I'm not sure it's so good to test a new "high end" system. The graphics are good, but the game's not really system intensive.
If you like your action games, Devil May Cry 4 got a really solid release on PC, just make sure you've got a gamepad. It's possible to play with keyboard, but really, the gamepad's optimal. It looks great and should stress your system out nicely if you're running the Benchmark and trying to get the solid 60 FPS for all the scenes shown. They also added in the PC exlcusive "Legendary Dark Knight" mode, which takes advantage of the extra processing power available and literally floods the screen with enemies (where before you'd typically see maybe 5-6 absolute max at any one time).
Crysis is still the most hardware stressing FPS on the market, you're almost guaranteed to be unable to run it at full tilt. It looks outright amazing at times, and it's a really good game to boot. Crysis Warhead is even better but requires online activation and has install limits, so that's a personal choice thing.
Company of Heroes is a really awesome WWII based RTS, and will test your system quite well with all that's happening. It's more micro-management intensive in its strategy. Everything takes place at a squad level with you controlling a small number of units through complex situations.
If you prefer large scale strategy and not so much about micro-management, then Supreme Commander fits in at the opposite end of the RTS spectrum. Battles takes place across entire continents, and can often see you waging simultaneous land, sea and air assaults.
Mass Effect on the PC is probably the best version of the game, barring the odd crash. Also very system intensive, it's a very well realised sci-fi RPG, and breaks up the questing and action nicely.
The Witcher if you prefer Tolkienesque fantasy RPG's instead, only this one's a lot darker and isn't about being "moral" as such. The tagline of the game pretty much sums up the game's attitude towards how most games funnel you towards being morally "right" or "wrong":

World of Goo is an awesome puzzle game that won't test your new system at all, but EVERYBODY should at least try it, because it's an amazing game, especially considering it's from just two guys. Of course, if you're not into puzzles you might want to try the demo first. Has bucketloads of character
Aaaandd, there are probably a hundred other games but if you narrow down what genres you prefer, we can probably find you something more to test your system and that you'll be into.

I bought it ages ago but didn't really have proper net access at the time so couldn't really play it online. The singleplayer was OK, but it didn't really hold me. Multiplayer is where WiC really shines

Well the game is over a year old so I doubt you would have to shell out the full price for it and if you can find it for 10 bucks then the singleplayer is well worth it.
And no the singleplayer expansion hasn't been released yet, will probably come out next year in spring though that hasn't been finalised yet as ubisoft bought massive recently and no real announcement was made in that regard.

Not even; apparently as it stands the PC version is an abomination, containing a plethora of graphical clusterfucks including outright refusing to play on certain nvidia cards and textures that refuse to load.
Ubi Soft bought them out and are currently funding them for release next year.
If they slap Tom Clancy's World in Conflict : Splinter Cell of Rainbow Six's Ghost Recon on it, I will personally gouge Ubisoft's eyes out with cake skewers and tobasco sauce

I missed out on the deals for Fallout 3 and I am sort of a sucker for good deals, I dropped the ball on that one.
Did the penny arcade games have boxed releases? Those might be fun to play around with. (I played the demo of the first one but couldn't justify $20 for it, but I could see myself getting the second one for $15)

I respectfully disagree; picking out a random PC at Best Buy is not going to guarantee a good game. Picking a random game will help. If he really only wants X number of suggestions he can just read the first X number of games on the list.
edit: I THOUGHT the PA games had a boxed release but come to think of it I've never seen it. Maybe they don't.
I actually found Crysis Warhead to be a very enjoyable game. It's fine as a standalone; I never played Crysis and was still able to keep up with whatever plot is there. Also, it looks damn good without completely destroying your system.

Stalker is great, but you have to be in the mood and might not grab everyone, but by god it is an experience.
Dead Space is not too bad.
