How to properly fill in Photoshop?

I've been messing around with some basic tablet and photoshop stuff and once when watching a Gabe Ustream I saw him do this little trick where he filled in a black area and then made the white lines on the edge between the closing lines and the fill disappear with some PS tool.
I also remember seeing the answer on a FAQ, but alas I can not longer find that FAQ.
Anyone know how it's done?
