Home wiring help, plugs not working

We had a bit of a wind storm last night and our power went out for a couple of hours before being restored by our power company. When it was finally restored, I discovered the plugs in my basement are now non-functioning. We have a fuse box and not a breaker panel.

The fuse box does not have anything labeled for the basement plugs (gogo stupid previous owners) so I systematically went through the fuses one by one to ensure it wasn't a fuse. This did not work and I still have no power in the outlets. They're not on a GFI.

Any ideas?

ps: I do not have a multi-meter.

    I know you've checked the fuse box, but have you checked the circuit breaker? You probably don't have one of these in supplement to a fuse box but I don't know.

    It's quite odd that it would knock out a circuit in a way that replacing the fuses would not fix, but unless you have worked with significant voltages before and have the proper equipment (it doesn't sound like you do) I would say call someone who has and does.

    Like an electrician.

    The image of someone who's never been taught trying to open up your fuse box and see where the wires lead is not a pretty one.

    My other thought is how did you check the fuses? Did you have a spare that you know is good and plugged into each socket in turn, or were you just moving them around one-by one? It's possible you pulled a bad fuse out of an unused socket and put it into the socket for the basement.
