So a few years ago we had our house repainted and we got a guy who was someones brother-in-law and guess what? he painted the windows shut. this wasn't really anything but an inconvenience until recently now its a huge problem. The windows are one the second floor so its pretty high up. The house is on a hill so some of the windows are a full 10 ft higher than the others. So my questions is whats a good safe way to get them open? I'm thinking ladder and crow bar from the outside.

I've used razor blades/box cutters to cut the dried paint where the painted over bits are preventing the window from moving (where the stiles meet the side jambs, where the sashes meet each other and meet the sill and top jamb). Even having cut the paint, the windows had seized a bit and it look a lot of levering to get them open.
Be careful. When the window finally breaks free it's going to be real easy for you to lose your balance at the top of a ladder.

Have someone else open it from the inside. Don't try opening them yourself while on the ladder.
