The Guiding Principles and New Rules document is now in effect.
I haven't put a background on it yet because I can't be bothered to draw one. The picture is of Alan Gerrard and the Ragman, post apocalytpic western heroes.
Alan's gun is called 'Bertha', for those interested.
Comments/crits/ideas for backgrounds would be welcome.
Spectre-X already mentioned my main beef, the scratchiness of the linework, so let me address a few other things. First, I really like the design of that gun. But the tail ends of that scarf look more like a liquid splashing around, or some weird plant. I guess it was supposed to look like bullets had passed through it or something, but that's not what I get from it at first glance. I also can't tell if the portion that's appearing from behind Alan's back is coming from his own scarf/neckerchief, or Ragman's.
Aside from the scratchy lines as already mentioned, the cloth is fairly unconvinging and stiff-looking in places; particularly near the neck portions of the scarves and the tails.
I'd also recommend trying to get away from just using local shading (darker values of the same base color to create shadow). Using colored light and light reflections makes for a much more vibrant and interesting image, and your characters won't look like they're standing in a photo studio.
I'm not really a colouring expert, but to me it seems the colours are a little too saturated in places, and overall the piece doesn't really have much of a sense of unity, for lack of a better word, because everything is a different colour, and there is nothing linking all those colours together. Kinda just looks like you went: "ok, his scarf is red *paints red*, his hat is brown *paints brown*" etc etc without thinking about the piece as a whole.
EDIT: I really love the character designs/concept though!
I honestly don't like the way his pose is...it looks as if he is bending backwards, and that position would hurt his hips (he wouldn't be smiling). His arm is wierd proportioned, that's been mentioned. The hand is huge, it's as big as his whole head.
The face also looks flat, like it's not wrapping around his head (as it should). Part of the problem may be because the angle of the eyes to each other doesn't match to the ears.
On the positive side, the character designs are unique, and could be fleshed out thoroughly (ie Where does his scar come from, why is his gun Bertha, do he and Vincent shop at the same store for cloaks?)
Love the whole concept. The Rag Man's rag looks a bit like it ends in a blood spurt rather than tatters, but still looks neat. Like the shading and the clothing.

But this is good, too.
The guy's forearm is too long, your linework could be smoother, and the ragman's hat's shadow looks very artificial, all at a first glance.

I know about the scarf issue... I was too lazy to fix it and decided to just finish coloring and get some practice.
Lines are scratchy because I didn't ink this image but darkened the pencil lines in photoshop instead. I probably will ink them next time
And yes, my cloth/anatomy needs work.
Edit: Scos, that sounds like a good idea, I definately will try that out next time I color something.

I thought the rough lines looked artsy, I liked them.
