1) Sometimes, leaving your phone on for days or weeks at a time can cause it to have a funky relationship with the network. Try "cycling" it, just as you would a router or modem; turn it off for 30 seconds (I usually remove the battery as well), then power it back on.
2) This could be a punitive action by your cell carrier. If you have been deliquent in your payments, or have in some way abused your service, they might be restricting your usage. Try calling them to make sure this isn't the case, even if there is no reason for it to be; cell carriers--as I am sure you have noticed--often make mistakes.
