I read somewhere that you should call a potential employer one week after you submit your resume and try to setup a meeting to go over your stuff. Is this true? If so, how should one go about it or say? I'm very bad if I have to call somebody and don't have an opening line prepared in advance.

It's a bad idea to presume they want to meet with you at all, although a follow up call or e-mail isn't.
The accepted practice is just to call and ask what the status of your application is.
In most cases no. Employers who hire online (and most do) get swamped with resumes from completely unqualified people and don’t have time to respond to people they don’t want to bring in for an interview. IMHO the only exception is when you know that the job is not open to the public and that the employer is specifically interested in you.
It’s also standard practice to call about shit jobs with high turnover rates (retail). In these kinds of jobs some managers only talk to the people who call or show up in person repeatedly to weed out the lazy.
