Excel URL Special Character Encoding

Is there a built in function to replace special characters for encoding URLs in Excel?

I can do one offs like =substitute(cell," ","%20") for spaces, but I want to cover all the special characters. For a list of special characters see (http://www.tcpipguide.com/free/t_URLGeneralSyntax-4.htm)

I know I can do a very giant, ugly nested substitute line but was hoping there was a built in function. VBA is less ideal and only a last resort, but not completely off on the idea.
