Power Supply issue?

So Im in the process of building a HTPC, and as I am on a limited budget I purchased some of the parts from Craigslist. When I boot up, some of the text prior to booting an OS (which isnt yet installed) is purple. Like half. Every other letter is purple. This occurs in the BIOS and the boot up text. Is this an issue with the power supply or the video card?

Hardware:

PSU: 400w Cooler Master
CPU: AMD 4850e
Mobo: Biostar A770 A2+
RAM: 512 Kingston DDR2 800
GPU: Nvidia GeForce 8400GS
DVD: NEC 4850 DVD burner
HDDs: (2) 400gig Seagate SATA drives (1) 30gig Seagate IDE drive (for a total of 3)

    That sounds like a video card issue.

    I probably should have mentioned that its a 20 pin PSU and the board is 24 pin so its hooked up via a 20 to 24pin adapter. So the PSU is old and Im not sure if its generating enough power. I should probably just throw the video card into my computer to see if its the card.

    Either video card or RAM. Most likely the video card.

    Does the card have it's own power connector or is it only powered from the PCIE slot?

    Its only powered by the PCI-e slot.

    Yeah, switched the card into this computer and while the text issue wasnt there, there were color bands running down the screen. I guess it was the video card :(
