Basically I need something a little more complex than Paint. I want to resize, and crop images for signatures and avatars. Is there anything out there for free thats better than paint?
And untill I find that, can someone resize this for signature standards? I post here, SE++ and the WoW forum if the rules change on that. Thanks!

I agree 100%. GIMP is a complete pain in the ass. Paint.NET is the way to go, it is ridiculously easier to use and the only features it skimps on are things you will likely never use. If your just cropping and what not I would go with Paint.NET.
GIMP is annoying to get used to but if you're looking to do Photoshop stuff, after using it a couple times, you get used to it. All those stupid windows and stuff.
For little things though like cropping and basic stuff, i'd say Paint.net.
I was wondering if it's possible to just squish the top and bottom while leaving the middle intact, and the answer is that you can if there's nothing important or round there and if you re-type any text that might be there:
