Chemistry question, concentration, % to ppm

I've got a substance that is 118 g/mol MW. It is 25% w/v concentration in a water solution.

So, there's 250 g of substance in 1000 mL of water here.

250 g of solute / 118 g per mol = 2.11 mol
1000 mL of water (1000 g water / 18 g per mol) = 55.5 mol
2.11/55.5 = 38 mol/1000 mol, or 38 ppt.

38 ppt = 38,000 ppm, right?

Or am I totally f'd up here?

    With water, ppm often means mg/L
