So I started a paypal account to do some Ebay buying and I linked my debit card to it. Now I was looking through and it says my account balance on pay pal is zero, is this how it should be? If I win something on ebay and use that to pay will it just take it from my debit card? Didn't find this anywhere on the website and I already bid on something so time is something of an issue.

Yes the money will be taken straight from your debit account.
Your paypal balance will always read zero unless you accept a payment with your paypal account, as a seller for example.
Yes. Unless you sell something and take the payment via Paypal or request that money be sent from your bank account to your Paypal account, your balance will be zero.
Just think of it as a seperate checking account that when needed will charge your linked debit card. 'Cause that's pretty much what it is.

debit cards provide no protection for the scammery and tomfoolery of paypal.
Credit Cards do.
