Reprogramming keyboard - no footprints?

I have a Dell Mini 9 and like others, I love it except for the placement of the apostrophe key. Anyone recommend me a good program that I can reconfigure the keyboard how I want it? Something that uses little ram and resources...personal experiences appreciated. I have looked in some other forums, but I tend to gravitate to PA for safer advice.
