The Guiding Principles and New Rules document is now in effect.
So I am currently on a tight budget, but want some new games. I have a ps2, a Xbox (1) and a Wii. I enjoy platformers and shooters and the occasional beat em up. Personal favorites include No More Heroes, Madworld, the Ratchet and Clank series and Viewtiful Joe 1.
Was Black a good game? I borrowed it from a friend who had borrowed it from someone else for a weekend back in the college days (when it was new) and thought it was fun, but didn't get to play it very much. Was a it fun for more than a few hours? I think it was made by the Burnout team, so it has that going for it.
I recently saw that David Duchovny voiced the protagonist in the Area 51 game. I saw it got some 8s. Is that good? I don't always trust corporate type reviews.
Is Psychonauts good?
How hard is Otogi? I couldn't get very far in Ninja Gaiden.
These would not per se be my personal tastes, but I would think that the highlights of Last Gen would be:

Virtua Fighter 4 Evo
Okami
Final Fantasy XII

How hard is Otogi? I couldn't get very far in Ninja Gaiden.
I just came into an oxbox recently, and I've been playing Gun, Panzer Dragoon, and Kingdom Under Fire: Heroes.
Some friends recommended Outbreak (I think it was called) along with Ninja Gaiden. Though none of these sound like the genre you were looking for, I thought they were worth mentioning.

Also get the Warriors if you didn't before.
It's funny because when I picked up my oXBox from a friend KUF: Crusaders, Panzer Dragoon, Jet Set Radio Future and Ninja Gaiden Black were my immediate purchases
All four are great games and Crusaders is a dirty gem that all men should play if you want to be humbled by a video game. It's way harder than NGB.
Unreal championship 2 on OXbox is seriously the most fun I've ever had with a console shooter. Plus you can get it for cheap now.
And.
GET GOD HAND.
Oh yeah; next to Ninja Gaiden, God Hand is my all-time favourite fighting style game. I put over a hundred hours into this. So fucking awesome holy wow.
I don't really have any gamer friends close by, so games that are best in multiplayer are not for now. I also don't have any interest at all in strategy type games. Mostly interested in shooters, platformers and beat em ups.
I have Jet Set Radio whatever and really love it, but I have been stuck in the same place for like 2 years now. The part pretty close to the beginning where you have wall skate around this alley and do a monster trick to reach the silver skull thing floating in the air.
I got about halfway through NG and became more and more frustrated. I have lots of trouble remember long button input strings. I had much more fun watching my friends play-- one of whom was totally awesome at the game-- than I did playing it myself.
Fucking christ yes, so long as you like stylish but difficult games.
Edit: It's not really about long button input strings. I mean, there are combos, but the game feels so much more fluid... it's awesome. Really, to me DMC3 was less about memorizing combos, and more about being fluid and adapting to the combat at the moment.
I'll throw my hat in for Advent Rising (as usual), Okami, and Mercenaries.
So I am currently on a tight budget, but want some new games. I have a ps2, a Xbox (1) and a Wii. I enjoy platformers and shooters and the occasional beat em up.
I-Ninja pretty much covers everything, and you can get it for any of those systems. (Well, using the Wii as a Gamecube, that is.)
And I'm not going to bother telling you about all of the stuff you can get on the Wii's Virtual Console for anywhere between $5-$10 per game because I'd be here all night.
To respond to your question about Area 51, it was not, in fact, a good game. Even though David Duchovny and Marilyn Manson (love him or hate him) did decent voice work, the game is a mess. I mean, you may want to pick it up if you're a huge Duchovny fan, but I wouldn't waste much more than a few dollars on it.
Oh, man. I forgot about Advent Rising. That game crashed so much, on top of other, random glitches, and I still played it to completion. Twice. It's too bad they went tits up.
Since you mentioned brawlers, a couple of fun ones that haven't been mentioned are Buffy the Vampire Slayer for the XBox (not to be confused with the awful multiplatform Buffy the Vampire Slayer: Chaos Bleeds) & The Red Star for the PS2. Both are way more fun than they have any right in being and both can be found for dirt cheap.
Phantom Dust - weirdest combination ever: 3rd person action and CCG. Result? AWESOME. Worth every penny, there's nothing else like it.
Unreal Championship 2 - Melee meets shooter in about the best combination of the two I've ever seen. Possibly my favorite unreal game ever. Once again, there's nothing else like this, and it makes me wish epic had put some guys on a UC3 game rather than porting UT3 to the 360(which wasn't that bad, but honestly, I don't like vehicles in my arena shooters).
Splinter Cell Chaos Theory - Still the best splinter cell. Probably will still be the best one after Conviction comes out too.
Breakdown and Advent Rising are going to be pretty cheap. Both are interesting ideas that just didn't pan out that well. Breakdown fares much, muuuch better in execution, but I think I liked where Advent was going to go with its story more. Game needed another year in the oven, cleaner coding, and/or a more powerful machine than the xbox for what it was going for.
PS2:
Zone of the Enders 2nd Runner - If you can find this, buy this. It is amazing. It shames the first game it is that amazing. Not sure if it would be cheap, though, now that I think about it.
The Red Star - Fun arcade-style shooter based on the comic.
Breakdown and Advent Rising are going to be pretty cheap. Both are interesting ideas that just didn't pan out that well.
Whatnow? I've got no opinion on Breakdown, but I found Advent Rising to be exceedingly enjoyable, bugs and all. And I'm talking bugs that made me restart the game once, and reboot my xbox on average 2 times an hour.
Zone of The Enders 2, Halo: Combat Evolved, Final Fantasy X, Star Wars: Knights of The Old Republic, Star Wars: Republic Commando, Half-Life 2, Psychonauts, the Ratchet and Clank series, Jak & Daxter

Is Devil May Cry 3 worth a purchase?
If your problem with NG is that you don't like memorizing which hits come at which points in which combo strings, where their recovery frames are, and what stun effects they have on each enemy, then yes. DMC3 is fantastic, and its combat revolves around building freeform combos out of a number of moves, all of which are accessible on their own and none of which are difficult to perform.
If your problem with NG is the general level of difficulty, avoid it like the plague. Game is not for the dainty of thumb. Then again, considering you mentioned Viewtiful Joe, DMC should come pretty naturally to you.
Am I reading this thread right or has Shadow of the Colossus not been mentioned? Because what the fuck, PA? I realize it's popular, but I like to make sure. And +whatever on Psychonauts. I'll also throw out PoP: Sands of Time and Beyond Good & Evil as my other favorites of last gen, if you haven't gotten around to them. As far as other stuff goes, Republic Commando and XIII were both enjoyable, as well as Tomb Raider: Legend and, especially, Anniversary. I haven't had a chance to play God Hand, Eternal Darkness, or Killer7 yet, but I get the impression that I wouldn't shut up about any of them if I did.
Did anyone mention Second Sight already?
Loved the plot, atmosphere, pretty much everything, really, and the (not-so) shocking final denouement is AMAZING.
It's for X-Box and is a FPS that is very well done.
This. This is by far the most interesting and unconventional FPS released...ever.
Even calling it an FPS is a disservice - you can switch between FPS action and incredibly fluid third-person platforming/beat-em-up action with a single click of the right stick. It does both gameplay styles brilliantly when most games can't even do one. It also has an incredible sense of humour and is by far the best-looking game of last gen - seriously, play it and see. The scale of some of the environments is stunning.
EDIT: woops, and i'm a page late. Sorry, I just see SW mentioned and I go all gooey.
I have Jet Set Radio whatever and really love it, but I have been stuck in the same place for like 2 years now. The part pretty close to the beginning where you have wall skate around this alley and do a monster trick to reach the silver skull thing floating in the air.
I'm not sure exactly where you're talking about, but I'm pretty sure the silver skull thing you refer to is a Graffiti Soul. Graffiti Souls unlock more in-game graffiti for you to use, but they're rarely required for you to advance in the game. There are some parts where you need have gotten a certain number of them in order to advance in the story, but the game will always tell you explicitly "you need to have 25 graffiti souls" when this happens. So, I'm pretty sure you can safely ignore this floating skull.
I loved, loved Otogi (1 and 2), but they're not for everyone. They're quite different from Ninja Gaiden, though. The action is a lot simpler, and there aren't nearly as many button combinations to remember. Compared to NG, it's much more hack-and-slashy. But most of the enjoyment I got from the game was derived from the gorgeous graphics and amazingly atmospheric music. In my experience, there's not another action game that so effectively blends sound and imagery to create such an omnipresent and powerful mood. Even when going through the menu, it feels like you're playing Otogi. Also, there's plenty of stupidly awesome stuff, like destroying demons, destroying buildings, destroying buildings with demons, etc.

Psychonauts is one of the best games ever made.
Get some friends together, and if you can find a copy of Deathrow on xbox, GET IT. Most fun I had on the last generation systems.
Its essentially a futuristic basketball game in which you can win by abusing and savagely beating your opponent. Also you can play as demons v robots.

All right, people. It is not a gerbil. It is not a hamster. It is not a guinea pig. It is a death rabbit. Death. Rabbit. Say it with me, now.

If you like punishing/rewarding games, get Shinobi/Nightshade for PS2, though the latter is a bit hard to find.
The Xbox versions of Max Payne and Max Payne 2 are also pretty tops.
Super Mario Sunshine is fantastic and fuck anyone who says otherwise.
It's hard for me to say much about last-gen without delving into RPGs, it was a very, very good time to be a JRPG fan.

Not saying they're bad games, but you're a generation behind.
Also, just stick with Burnout if it has Criterion on it. Black was really just ok.
