shes very upset about it, she did some research on her own. she had a nose piercing about 2-3 weeks ago and removed it today, and found the small scar.
anyone have experience in this matter? can she do anything?

If it is indeed a keloid, it will most likely have to be surgically removed.
It's basically scar tissue that has built up under the skin and has formed a bump. It won't just go away and you can't just rub it off or anything.
Edit: Also keep in mind it could be something else entirely, and going to a dermatologist is the most sound piece of advice you'll get in this thread.
My ex told me that if you take care of them properly keloids do go away eventually and she has a few piercings. Not having any piercings myself I have no idea what this care might be though.
Keloids don't just go away. It might not be a keloid though, my ex thought her nose peicing develoepd one untill she was advised to just leave it the fuck alone. She was use tea tree oil, tea bags, lotions, etc, and it was just irritating the spot.

If she got the piercing 2-3 weeks ago and took it out today, then you need to expect it to still be healing. If a keloid is forming then cutting it or an injection is probably the only option; they don't go away on their own.
Also, she seriously shouldn't be fiddling with a piercing that soon after it's been done. If it hasn't completely healed yet then you're introducing bacteria and probably damaging the tissue a bit by removing it and putting it back in, and might actually cause it to scar more. I've always been told at minimum to leave a piercing alone for at least six weeks.

I think we're all assuming that because he said "keloid" in the thread title, she has a small, hard lump. That could be a keloid, but it could be a number of other things as well.
Either go and see a dermo or just keep cleaning it and see what happens. If it is indeed a keloid, it won't be going anywhere anyway.
Just to note- when I had my upper ear pierced through the cartilage, a bump came up for a while afterwards- about 5mm across and hard. It eventually went down on its own, but it took weeks to do so. So she isn't outside of the timespan for that sort of thing to still be going on.

As a sidenote, what type of jewelry was she pierced with? Do you know what grade metal it is? There are a lot of shitty piercers out there who use terrible jewelry. In the future, she should only be pierced with implant grade materials. If she's not wearing ASTM-F136 grade jewelry, she is not doing her body any favors.
Also, what type of aftercare regimen is she following?

My lobes had the bumpy thing for a couple months after piercing. It went away as well.

Like I said before, if you could provide me more information about the jewelry and her aftercare regimen, I can likely give advice that will prevent further issues with the piercing.
i had my ear pierced right where the cartilage meets the lobe. Pierciest said it was a bad spot and I had to do it a bit higher actually in the cartilage or a little lower in the lobe, I chose higher, than like a week later my dog jumped up and rip it down to right around where I planned to have it done in the first place.
Time goes buy and slowly a "growth" begins to appear on the back of my ear, eventually leading to me removing the piercing and hoping it would stop, which it did not. So I had a growth on my ear that was about an inch in diameter (not really round, but meh). I went to the dermatologist and he numbed it up and cut it off, took like 10 minutes. I had to go back for follow up steroid shots that "would keep it from coming back" I got every shot I was supposed to, and now about 4 years later, it is coming back, no where near as big, but there none the less. Asked my general care doctor and my cousin who is also a doctor and both told me that since it is rather concealed as it is on the back of my ear, that the irritation of removing it would possibly have it return, and it could come back more misshapen or less concealable. Also, they both told me that the steroids I was given would just retard the growth, hopefully allowing the ear to begin growing normally before the keloid began growing again, but was no where near a guarantee like the dermatologist had lead me to believe.
tl/dr: if it is not huge and disfiguring just leave it alone or risk having it come back and possibly worse.
2-3 weeks into a piercing most people seem to develop some sort of irritation. Or at least in my experience. The first time it had me jumpy as well, as the irritation first seems to go down, and things start to heal....and then it swells up. No clue why this happens, but it seems to be rather common. Use salt water soaks, and unless things start to become very infected, wait a month or two before assuming a doctor/piercer needs to see it. On a similar vein, you might want to see a/your piercer first. Assuming they are any good (if not, why the F did you go there?!?!) they will have seen a ton of similar things and can give some good advice (including but not limited to: get your ass to the hospital).
About her parents not agreeing, for me that was part of the reason to get a piercing (and hopefully a second one sometime soon). That is, I made different life choices than my parents would have, and caught a lot of flak about it (from them, and others). I was told that bad things would happen, my motives were doubted, and I was told that I strayed from the path that would give me most in life. Now, due to the choices I made, I have a well paid job in the US (overseas for me), managed to get a great PhD position, and am much happier in life than I was before. Hence, the piercing was a symbol of defiance....a small reminder to always make my own decisions, even if people around me disagree.
I suggest your girlfriend tries to find a similar attitude.
