Source Dedicated Server problem

I'm trying to run a Source Dedicated server on my system.

I'm on cable internet through a wireless router. My PC is on the wireless and is set up as a DMZ. I use Norton Internet Security as a firewall and I don't have any problems downloading, streaming or P2Ping anything. Skype, ventrilo, all my programs work just fine.

Except Source Dedicated Server. I can't, for the life of me, get it to get out on the internet.

I choose "Internet" as an option, Permit All through my software firewall , I'm on the DMZ, so it should go straight through, but nothing. It doesn't show up on the server lists and nobody can join my server. If I scan for servers, I don't see it on the INTERNET list, but I can see it on the LAN list. Twice. One with a - ping and another with a + ping. I can join and play around on my own server on my LAN just fine, but nobody can see my server (even if I do a LISTEN server it doesn't work) on the internet.

I read on steampowered.com that SRCDS doesn't like DMZ, so I removed that and provided all the appropriate UDP/TCP port range forwarding, but nothing worked. I've gone through all my router settings and I've gone through all my software settings, but I haven't been able to make it work. I upgraded my router to the latest firmware (sep 06), nothing. I even tried to manually input my external IP address as a command line argument for the server program, but that only errors out with a "Cannot allocate UDP port" error when I start the server.

What gives?

Oh, another thing... I also seem to be not able to host Dawn of War servers either. I regularly play with my brother and he always has to host (he has to go DMZ to do it, tho) because I can't host a game for some reason.

I haven't tried to host any other games, so I don't know if it affects other games.

    Who do you use as an ISP? Is it possible they are blocking these ports?

    I use ish.de, a German cable provider. There's no reason for them to be blocking ports... plus, when I start the server, it says it can connect to the master servers on the same ports just fine. In addition, I ran the steam test thingie and it also came up all OK as far as port reachability.
