Ok so basically my mother-in-law is an artist and wants a website to showcase her art and have contact information for ordering etc. She also wants me to do it (will to pay me wooo), but I don't know html or pHp (yet... me learning one of those and then doing this site is an option).
But, I don't know anything about my options for web hosting. Ideally I'd like to set her up with a unique HTML (www.soandsosart.com or whatever) and build a simple page, either using html or with a non-coded gui setup. So... I know this is pretty open ended I'd just like to know what the options and various price ranges are for this kind've thing.
I use godaddy.com. I have 2 domain names, and hosting. The total is about 60 dollars USD per year. Their site is a little confusing, but you get used to it.

Another pointer: Design your site on paper first. How you want it to look. Then, DESIGN it in Photoshop. Go to HTML from that point, after slicing all your bits up.

Sweet those look like they could work. The in-laws were asking about Sympatico hosting as well. The free stuff is really small and weird. Does anyone have any experience in their "upgraded web space" or just the free web space with having an account there?
http://htmldog.com/ gives excellent tutorials on both HTML and CSS (which is probably all you'll really need, especially for the moment), and they also teach you how to do it the right way (using <div> and <span> with CSS to do page layout) rather than the wrong way (tables tables olol).
Honestly, learning HTML is probably OTT. You're going to make things hard for yourself. What's wrong with a CMS like Google Sites, or self-hosted Drupal?

There are a lot of sober minded artists who've had the same thoughts about what they wanted out of a website and they've come up with a few handy solutions for everyone to use.
Instead of wasting hours of your life churning out what will inevitably look terrible and be buggy and have hosting expenses, why not investigate largely free, easy to use, and aesthetically pleasing solution.
DeviantArt comes to mind. Not only can she host her art there, but there's a rather robust contact system built in.
Don't reinvent the wheel. Unless you have some predefined driven desire to pick up web design skills, you'd be doing her a favor by leveraging the awesome might of the internet to meet her needs. And if DeviantArt doesn't cut it, some prompt googling will probably reveal a dozen other options, free, or equitably priced.

Judging from their recent examples, there may be one or two security flaws with indexhibit.
