Getting my DreamCast on the internets

Well I've been trying to get online with my Dreamcast following this guide (http://home.elp.rr.com/terlouw/ConfigurePC.htm) but when I get to the part where you're supposed to install a NAT program (specifcally WinRoute Lite), I install it but then when I restart, my computer just hangs at a blank screen after windows loads. Only way to remedy it is do a system restore. Also, I don't have a communications in add/remove programs as show on this picture because the guide is for windows 98 (http://home.elp.rr.com/terlouw/images/DUSInstall1.GIF) also I dont have a dial-up server option anywhere in there as shown in this pic.(http://home.elp.rr.com/terlouw/images/DUSInstall2.GIF)

Okay, well I got my 2k box up and WinRoute Lite works on it. But, C:\WINNT\RUNDLL32.EXE RNASERV.DLL,CallerAccess doesn't for me because apparently RNASERV.DLL isn't included in 2k/XP, any way to get around this?

In case you're wondering why I'm doing with inside of an ethernet lan it's because the dreamcast only comes standard with a dialup modem and the broadband adaptors go for 100+$ on ebay. There are still a few private servers left for some games.

EDIT: I looked on Microsoft's site and came up with this (http://support.microsoft.com/kb/139710) which is instructions for Windows 9x, I couldn't find anything for 2k/XP.
